According to Pandee Thompson of the United States Naval Inventory Control Point (NAVICP), "ASFT runs the best PBL operation that we have seen." In 2000, ASFT began operating three Performance Based Logistics (PBL) programs for the United States Navy. With their specialized knowledge of the Navy Supply System, ASFT logisticians are able to proficiently use the Navy's Commercial Asset Visibility (CAV), Smart Transportation Solution (STS), and Electronic Transportation Acquisition (ETA) systems. ASFT has established stocking objectives and published ordering and shipping information essential to maintain fleet operational readiness. Requests for material are routed directly to ASFT, where items are typically picked, packed, and shipped in the same day, exceeding performance objectives by 300%.

The United States Navy has designated ASFT as "a facility to receive failed items in various material conditions for repair through agreements with OEMs and vendors," as part of its overall Supply Chain Management operations. ASFT personnel perform equipment disassembly, cataloging, kitting, and testing guided by applicable equipment manuals, allowance documents, and regulations to meet operational requirements.
